Canadian Football League Player Negotiating List –

In the Canadian Football League (CFL), each team maintains a Negotiation List (often called “Neg List”). This is a strategic asset that gives a team exclusive CFL negotiating rights to specific players who are not currently under contract in the league.

Each CFL club maintains a Negotiation List of up to 45 players.

These players can be:

  • Currently playing in another league (e.g., NFL or another pro league),
  • In college,
  • Or unsigned free agents.

A player on a team’s negotiation list means that only that CFL team can negotiate a contract with the player if he decides to pursue a CFL opportunity.

Teams can add, remove, or trade players on these lists at any time.

The negotiation list system lets CFL teams “claim” the rights to players before those players ever sign a contract in Canada. There is currently no draft to acquire players who are not Canadian.

Can Negotiation List Rights Be Traded?

Yes — and they frequently are.

Teams can:

  • Trade a player’s Neg List rights
  • Include them as part of larger trade packages
  • Swap multiple names for draft picks or veterans

This adds a layer of strategy similar to draft pick trading.


How It Impacts Players

For players:

  • They are often unaware they’re on a Neg List.
  • If they want to play in the CFL, they must negotiate with the team holding their rights.
  • They cannot choose another CFL team unless released or traded.

It’s how teams claim their next breakout star — before he ever steps onto a CFL field.

Historically, the full negotiation lists were confidential. Teams only had to publicly reveal ten players from their list twice per year. However, starting in 2025, the CFL made all teams’ full negotiation lists publicly available and they are updated regularly.
